The Joint Learning Network for Universal Health Coverage (JLN) Member Survey allows us to routinely collect information about our member composition, the value they place on membership, and better understand how they are applying knowledge acquired through network activities in their own countries.
This information allows us to better assess our own processes and tailor our learning activities to the priorities of our member countries as well as to help us to reflect on what’s worked well and what could be done better. Here is a snap shot of who JLN members are and what they’re saying about the benefits of membership.
Who Are Our Members?
To date, nearly 400 individuals are affiliated with the JLN through their Country Core Groups. 107 members responded. What we learned is that the majority of respondents wear “multiple hats”.
Many of the survey respondents identified more than one area of technical expertise with primary health care systems, population coverage, and provider payment ranking at the top of the list. Respondents also noted that many have participated in multiple technical initiatives given the cross-cutting nature of many of the JLN’s existing and emerging technical initiatives.
Our Members Actively Engage in Learning Activities
JLN members actively engage in the network in a number of ways, including in-person workshops and conferences, country core group participation, study visits, and virtual learning.
Many respondents have been members since before 2012 and continue to engage in the network in 2015 - showing high levels of retention and active participation through today.
Members Place Value on JLN Activities
Responses from our members clearly demonstrate that in-person learning exchanges are highly valued and that these types of interactions are important to creating trust and rapport that the community needs to communicate honestly, openly and effectively.
We have developed a clear approach to facilitating practitioner-to-practitioner learning, synthesizing and sharing tacit knowledge to create a learning community among members. Overall, 90 percent of respondents benefited from the network’s offerings.
Survey respondents say that the JLN’ strongest asset is the unique role played by technical facilitators in helping frame countries’ UHC challenges, and then working with members to “harvest” their experiences in a structured way.
In addition to high-levels of satisfaction with the JLN approach, our members have greatly benefitted from our other offerings.
Survey respondents also revealed that they view the JLN as a forum for bringing technical challenges, ideas and questions to the forefront. They report that JLN activities have contributed to increased knowledge and skills related to policy and implementation issues.
Membership Has An Impact
The JLN’s approach to joint problem solving allows members to build on real experience to produce and test new knowledge. We regularly monitor the co-development process, how our members and partners are using JLN tools, how members are adapting tools to their context, and how they overcome challenges to using tools.
Survey respondents report that participation in JLN activities has directly impacted their work and the policymaking process.
60 percent of survey respondents report that they have adapted JLN knowledge products for in their own countries, especially the Costing Manual & the UHC Primary Health Care Self-Assessment Tool.
How can we continue to improve?
The 2016 Member Survey results have confirmed that participation in JLN activities has an impact on the policymaking process in many of our member countries. However, the feedback also helped us identify areas where we can continue to improve and strengthen the network. As we continue to expand and bring onboard new partners we will need to focus on the following areas to ensure the JLN members continue to place value on membership:
Ensure high levels of technical facilitation
Continue to provide opportunities for in-person joint learning activities
Ensure that technical priority areas are country driven
We also heard that our expanding membership has identified new emerging technical areas, and confirmed support for ongoing areas, including benefits design, innovative financing, population coverage, and quality.
